Population ageing is becoming one of the most significant demographic transformations of the twenty-first century, directly affecting economic growth, labour markets, social security systems, healthcare, and consumption structures. In this context, the "silver economy" has emerged as a new approach that transforms population ageing from a welfare challenge into an opportunity for economic development. This article analyses the European Union's experience in developing the silver economy, based on secondary data analysis, descriptive statistics, and policy analysis. The findings show that the EU has developed a relatively comprehensive policy ecosystem, including active ageing, pension reform, the extension of working lives, assistive technologies for older people, long-term care, and the promotion of markets for goods and services serving older population groups. The EU silver economy was estimated at EUR 3.7 trillion in 2015 and is projected to reach EUR 6.4 trillion by 2030. The EU experience suggests that Vietnam needs to move beyond a purely welfare-oriented mindset towards a development-oriented approach to the silver economy, viewing older people not only as beneficiaries of public policy but also as consumers, workers, knowledge holders, and actors of social innovation.
