This study analyzes key determinants of foreign direct investment (FDI) attraction in Hai Duong province using clustered structural equation modeling. Using 250 observations from 50 FDI enterprises, the study evaluates five factors: infrastructure and logistics (INF), human resource quality (HRQ), investment costs and incentives (INC), market procedures and transparency (PRO), and supporting industries and linkages (SCL). All factors positively and significantly affect FDI attraction (p < 0.01). INF has the strongest impact (β = 0.323), followed by HRQ (β = 0.247) and PRO (β = 0.231), while INC (β = 0.192) and SCL (B = 0.185) show smaller effects. The model explains 56.6% of the variance (R2 = 0.566), confirming the robustness of the clustered SEM. Findings underscore the need to improve infrastructure, strengthen human resources, enhance transparency, and foster industrial linkages to increase investment competitiveness.
