This study examines the impact of digital transformation support policies on the business performance of small and medium-sized enterprises (SMEs) in Hanoi, focusing on the mediating role of firms' digital transformation level. Based on survey data from 357 SMEs, the study employs reliability testing, exploratory factor analysis, and regression analysis to explore the relationships among policy support, digital transformation, and business performance. The findings indicate that support policies positively affect both digital transformation and business performance. More importantly, digital transformation significantly mediates the relationship between policy support and firm performance, suggesting that policy support improves outcomes mainly when firms can translate such support into practical changes in management, operations, sales, customer relations, data use, and decision-making. The study recommends tailoring support policies to firm size, digital transformation level, and absorptive capacity to enhance policy effectiveness and strengthen the contribution of digital transformation to SMEs performance in Hanoi.
