In the modern socialist-oriented market economy, the role of State-Owned Enterprises (SOEs), and of enterprises in general, has shifted from that of a dominant "core engine" to that of a policy instrument. In practice, this means that rather than exerting control across all sectors of the economy and determining the country's development trajectory, SOEs now concentrate on a limited set of strategic sectors and areas that can significantly influence overall economic development. They implement clearly defined objectives and tasks under close government oversight, with particular emphasis on ensuring the achievement of sustainable development goals.
