This study provides the first empirical evidence in Vietnam linking Internal Control Systems (ICS) to behavioral crisis management. Analyzing data from 383 bank employees, the results demonstrate that a robust ICS, primarily driven by the Control Environment, significantly enhances resilience. These findings suggest that ICS functions as a strategic governance mechanism rather than a mere compliance tool.
