This article uses qualitative research methods on the basis of dialectical materialist methodology to conclude that the Resolution of the 13th Party Congress has an influence on internal audit activities in Vietnam through the provisions of the Law. Vietnam on Internal Audit and Vietnam’s economic development goals up to 2025. The clear evidence is that the current legal framework on Internal Audit is adequate, absorbing international experience on Internal Audit, especially from the World Bank and the American Institute of Internal Auditors (IIA
