Digital transformation has become a strategic priority in higher education, but in ASEAN its progress remains uneven because of differences in policy, institutional capacity, and digital readiness. This study develops a context-sensitive digital transformation model for ASEAN higher education based on a digital maturity approach. Using qualitative methods, including conceptual analysis, comparative policy review, and secondary data, the study examines six countries: Singapore, Malaysia, Thailand, the Philippines, Indonesia, and Vietnam. The findings show major variations in governance, infrastructure, human capacity, and teaching practices, indicating that universal models are unsuitable. In response, the study proposes a multidimensional model integrating macro, meso, and micro governance levels with six strategic pillars to support digital maturity assessment, context-specific planning, and more effective policymaking and regional cooperation in ASEAN higher education.
