This paper assesses the level of digital transformation in Vietnam's collective economic sector, with a focus on cooperatives. The assessment is based on an analysis of the policy framework, the current state of digital technology adoption, and major barriers to implementation. Using the latest secondary data, the study finds that digital transformation among cooperatives remains at an early stage, with marked disparities between a small group of pioneering cooperatives and the majority that face significant constraints in digital infrastructure, digital skills, financial resources, and linkages with technology enterprises. Based on these findings, the paper proposes a set of policy solutions aimed at improving the institutional framework, developing digital infrastructure, strengthening the digital capacity of cooperative personnel, and enhancing linkages within the digital ecosystem. These measures are expected to contribute to improved operational efficiency and enhanced competitiveness of cooperatives in the digital economy.
